In the "Making of" documentary on the series 2 DVD there's a description of how the four members of the League of Gentlemen write their material.

They write in pairs, swapping the pairs about occaisionally, one of the pair sitting at the typewriter, the other looking over their shoulder. Then they go to a rehersal room and play through what they've written, and re-write the bits that aren't funny enough. And they go round this loop a few times.

One result of this, they say, is that they've never used a script editor, since each of them edits what each of the others writes.
